I have a aem short-ram and the filter looks pretty dirty. Is it alright to clean it off in a bucket of water or what is the best way to clean it? Do you have to use the aem filter cleaner?

You should use the K&N or AEM filter cleaner because the oil is actually what helps catch the dust particles.
 
There are two different products here. The filter cleaner, and the filter oil.

The cleaner isn't necessary. It's basically repackaged dish soap that they're selling to you at a huge markup. Yes, you can use dish soap and a high-pressure stream to clean your filter. That's what I do.

However, as B18aCRX suggested, you should use the oil after the filter is cleaned and dried, because it does most of the filtering.
 
I beleive the K&N filter Charger kits are around $15-$20. Worth it IMO.
